I talked to the rep on the phone who reduced my connection fee to 35 dollars but my first bill is still showing 70 dollars , do I pay the 70 or contact koodo about this .

We have looked into it and we can confirm the partial connection fee was refunded and it is reflected on your current amount due.
You can check the original bill amount by downloading the PDF bill in self serve.
